STUDENT SCHOLARSHIP PROGRAM

PART
ONE--ESTABLISHMENT AND ADMINISTRATION OF THE AWARD:
The
National Capital Section (NCS) of the American Society of Civil Engineers
(ASCE) has established a program of annual scholarship awards. The scholarships awarded for 2005 will range
from $1000 to $5000 as determined by the NCS Scholarship Board of Trustees.
The
Board of Trustees determined that up to $20,000 might be available for awards
this year.
All
decisions by the NCS Scholarship Board of Trustees shall be final and cannot be
appealed.
PART TWO -
APPLICATION AND AWARD OF SCHOLARSHIPS:
ELIGIBILITY:
1.
Full-time students in Sophomore or Junior levels of Civil
Engineering programs at the time of submitting an application for scholarship
are eligible.
2.
Awards are for use during the following academic year at a
four-year university in the National Capital Section assigned area.
3.
Recipient must be a member of the ASCE Student Chapter or
Club at a four-year university in the National Capital Section assigned area.
4.
Recipient must have a minimum cumulative GPA of 3.0 based on
a 4.0 system.
5.
Application must include written recommendations from the
ASCE Student Chapter Faculty Advisor and the Civil Engineering Department
Chair.
6.
Students are not
limited to a one-time award.
PROCEDURE FOR
SUBMISSION:

Application forms will be supplied by the NCS and can be
obtained from the ASCE Faculty Advisor.
8.
Application forms are to be completed by the student and
submitted to the ASCE Faculty Advisor in time to meet the established deadline
for submission to the NCS Engineering Education Committee (EEC) Chair.
9.
The written justification, not to exceed 500 words, shall
identify extracurricular activities and a personal statement of the student’s
professional goals.

The ASCE Faculty Advisor will coordinate the screening of
applicants and will select a maximum of three (3) students from their
institution. A committee comprising faculty and the Student Chapter President,
or designee (must be a senior) is recommended (but is not mandatory) as an
advisory body in the screening process.

The application, including verifiable transcript(s) of the
student’s college level courses, must be submitted directly by the ASCE Faculty
Advisor to the Chair of the EEC by February 11, 2005. Deadlines for various preliminary submissions
can be set by the individual ASCE Faculty Advisor, however, these preliminary
submissions must be timed to result in a submission of the three recommended
awardees to the EEC by the above due date.
ACTION BY THE
SECTION AND SCHOLARSHIP BOARD:

The Scholarship Board of Trustees will review all
applications received. The Board may
establish, at its option, a Scholarship Review Panel selected from the EEC and the Scholarship Board. If it is
felt advantageous, the most qualified applicants may be interviewed.
13.
Selection criteria to be used by the Scholarship Board, as
well as by the ASCE Faculty Advisor and Civil Engineering Department Chair in
the initial screening, will be as follows:
1. Interest in Civil Engineering as a profession
2. Academic achievement and potential
3. Participation and demonstrated leadership in
extracurricular activities
indicating the candidate’s diversity of
interest and good citizenship

The EEC member on the Scholarship Board of Trustees shall
review all applications and endorse them for consideration by the Board of
Trustees.
FINAL AWARD
AND DISBURSEMENT OF FUNDS:

The EEC Chair will notify the Scholarship recipients with a
letter of commendation and explanation of how the award will be disbursed. A
representative of the Scholarship Board of Trustees will present the awards to
the recipients at the annual National Capital Section Awards Banquet in April
2005.

Funds not issued for any reason shall revert to the NCS
Scholarship Fund for use in the future.
17.
Acknowledgment will be made via press release, posting on
the Section Web Page, and the recipients’ hometown newspapers (or other
recipient-identified channel, if appropriate). ASCE Faculty Advisors will make
appropriate acknowledgement in the university communities of the recipients.
1.
The scholarships are intended to provide direct support to
the student’s academic pursuits in civil engineering, as contribution to
tuition or to living expenses. Recipients are expected not to use the funds for
anything other than these types of expense.
2.
The Scholarship Trust would like to have feedback from
recipients on how the funds have been put to good use so that future
benefactors can have anecdotal evidence of the return on their investments.
Information should be relayed through the ASCE Faculty Advisors.
